Historic Preservation Commission Members & Meetings
The Historic Preservation Commission is an all-volunteer board appointed by the Village of Great Neck Plaza. Our members are:
- Michael Nikrooz, Chairman
HPC Chair Michael Nikrooz received his bachelor's degree in Architecture from City College of New York and his master’s degree in Urban Design from Pratt Institute. He has thirty-five years of experience in architectural design and development in New York and England, having learned about historic preservation while working in London. For the past twenty-five years he has served as the President of Circle Planning & Design, an architecture firm that specializes in the design and development of traditional houses.
In his own words…Historic preservation helps people to remember the past, so that they can do even greater things in the future. It provides us with a sense of identity and belonging and helps to understand the world around us.
- Mindy Miles Greenberg, Commissioner
Commissioner Mindy Miles Greenberg is a top realtor in Great Neck and has lived in the Village for decades, having attended Great Neck South Middle and High Schools. She has a degree in Fine Art and has worked as an interior designer on Home & Garden Television, as well as having served as the principal of her own interior design firm, Encore Décor Interior Design and Renovation.
In her own words…I have an innate love and understanding of historic architecture and bring this passion to my service on the Historic Preservation Commission.
- Mark Bomser, Commissioner
A retired teacher, Mark Bomser brings his personal and professional passion for urban architecture to his role as a commissioner of the HPC. For over twenty years, he taught an urban studies class focusing on New York and has done extensive research on the history and development of apartment house planning and design.
In his own words…As a resident of Great Neck Plaza for almost fifty years, I have an appreciation of our community's special character. I believe that my participation in the Historic Preservation Committee helps to preserve what makes Great Neck Plaza unique.
- Art Zander, Commissioner
Commissioner Art Zander has been a middle-school teacher in the New York City public school system for over twenty years. He has been teaching science for the past five years, having previously taught social studies.
In his own words…Serving on the Historic Preservation Commission is a privilege and an honor. There is no chance to save a historic site once it’s gone. Identifying and preserving buildings of historic significance is vital to a thriving community. Once a piece of history is destroyed, it is lost forever.
- Pamela Marksheid, Deputy Mayor
Commissioner Ex-Officio Pamela Marksheid has lived in Great Neck Plaza for over thirty-three years and was appointed Deputy Mayor by Mayor Ted Rosen, a position she has held for over seven years. In addition, she was elected Village Trustee in 2008 and still holds this position. Prior to joining the HPC, she served on the Zoning Board of Appeals under Mayor Jean Celender.
Professionally, Deputy Mayor Marksheid worked as an elementary school teacher in New York City for over thirty-three years, as well as a private instructor at Silverstein Hebrew Academy for over eight years. Now retired from teaching in schools, she works as a private tutor. Beyond the classroom, she has served on multiple school committees and was elected the teacher’s union representative for the UFT, New York State Teacher’s and American Federation of Teachers, having served in that capacity for over twenty-five years. She has also served on her three buildings’ co-op boards in Great Neck Plaza, including as President for over twenty-five years.
In her own words…Living in Great Neck Plaza, I enjoy the opportunity to serve the Village residents both in my co-op and through my role as Village Liaison to the Historic Preservation Commission. It is a pleasure to work with fellow members of the Commission to maintain the beauty and character of the Plaza.

The Historic Preservation Commission meets on the first Wednesday of the month at 6:00 pm at Village Hall. The public is invited to attend these meetings. Property owners requesting approval for a Certificate of Appropriateness are strongly encouraged to submit their applications to the Building Department at least 1 week prior to the meeting, and to attend the meeting in order to discuss their application with the Commission.
